Scenario

The Registrar wants to identify course sections that are nearly full or over-enrolled by calculating each section's fill rate (enrolled / capacity).

Expected output

All sections with capacity > 0, showing the enrollment count and fill_rate_pct (100 × enrolled / capacity, rounded to 1 decimal place), sorted by fill rate descending.
